The tarragon or other strong herb like basil, fennel, or cilantro is an important ingredient in an otherwise subtle flavored salad. The roasted beets are a bit sweet, the lemon juice adds a tanginess but the herb gives it a flavor boost. I would try dried tarragon, fennel, or basil if you cannot get fresh tarragon.
